is now EOL and it might be fixed in a newer Ubuntu version. Ubuntu 12.04

Starting with Ubuntu 12.04 LTS there is at least version 5.15 of
xscreensaver, so I assume this bug is fixed.

Sorry, I haven't read this line enough:
Only the /usr/lib/gimp/... location appears to be used, whih means I
can't install my own Gimp plugins under my home directory. This is
contrary to expectations.
