Yes, as I mentioned it is only the GNOME keyboard shortcuts that are stuck on Dvorak. Others apps correctly switch layouts. I don't believe this is the same as bug 23244 because even in QWERTY mode it is still only the Dvorak key combination that is recognized; pressing the QWERTY key combination
