The bug happens most of the time for me too, on one of my Ubuntu
machines, even with all current updates. At random times it works
normally, though.
This is a blot on Ubuntu's front door. Needs to be fixed.

The /etc/gdm directory is owned by root. You need to run sudo su and
enter your password, to gain root privileges. Then you can move or copy
the file.

Thanks, LordFarquaad and Turbolad. The custom.conf change seems to
help. I can't be sure yet if it's a complete fix, but I'll post back
here if it isn't.

Why doesn't my account appear on the main login screen? Only one
account is shown, along with a line for Other.

Another symptom: When the one user whose name appears on the login
screen logs in, and then logs out, the normal login screen with all
users is restored.
This leads me to think that the issue might be triggered when the system
is shut down while a user is logged in.
