As I wrote early: I'm using English (default) and Russian layouts with toggle by Caps key. I've tried other toggle buttons (e.g., Ctrl+Shift) and I've checked xkb-data version 2.5-1ubuntu1 (precise) and 2.5-1ubuntu1.3 (precise-proposed). Both are affected. xkb-data in precise-proposed still has the version 2.5-1ubuntu1.3. - Nothing changed during last two weeks. I found a way to reproduce the issue: I'm using USB keyboard. Disconnect the keyboard's cable and reconnect it back always leads to override of ~/.gconf/desktop/gnome/peripherals/keyboard/ settings by mentioned in /etc/default/keyboard. @Sebastien Bacher: You are right: local user's settings do not have to affect the system-wide settings. In this case the description sounds like workaround only. In spite of files below ~/.gconf/desktop/gnome/peripherals/keyboard/ are modified by gnome-control-center (looks like correctly) something prefer to use or overrides settings with /etc/default/keyboard. P.S.: There are many posts about the problem in Russian internet-blogs related to the Ubuntu with the proposed workaround to edit /etc/default/keyboard.
