I can confirm empathy 3.6.4-0ubuntu4.1 fixes the bug. I can open online accounts turn on and off settings without a issue. I am using two factor authentication. I'm using Ubuntu GNOME with the staging PPA, so I have Empathy 3.8.1, which crashes the control center.
