The package will build now and be available at http://launchpad.net/ubuntu/+source/desktop- file-utils/0.21-1ubuntu3 in a few hours, and then in the -proposed repository. Thank you for your bug report, dropping the lines isn't exactly correct since without a default any of the handlers can be used. Which means that for e.g application/x-java-archive, file-roller could still be used.
