Oh I see now, thanks.
It appears this is "fixed" or has been worked around now in 17.10. By
moving the window buttons to the right hand side, the bubble menu now
has room to be nicely formatted and points straight up. So I think the
issue is now invisible. Can you find any other cases not fixed yet in
17.10?
