Closing that ubuntu-desktop-installer report since the component is
deprecated. We aren't going to fix 23.10 installer bugs at this point
and Noble uses ubuntu-desktop-provision, feel free to reopen/reassign to
that component if that's still an issue with the noble beta image

We compared the list of packages installed during a minimal Swedish
offline vs. online installation. The following packages were only
installed when online:
- gnome-user-docs-sv
- language-pack-gnome-sv
- language-pack-gnome-sv-base
- language-pack-sv
- language-pack-sv-base
- wswedish

I was able to reproduce the issue when installing offline. I noticed
that even the "Desktop", "Pictures" etc. directories were in English.
An online installation worked correctly, though. The login screen and
the directories were all in Swedish.
