Hi Dan, I've took the manytic daily from yesterday (Oct 3rd) and checked if the 
updated udisks2 package is in - which is the case - and gave it a try.
I did multiple different installations - all with DASDs, on LPAR and on z/VM. 
Installations with a single DASD or with multiple DASDs (even combining them to 
a bigger disk using LVM), and I didn't faced udev issues anymore. I checked 
with top during the installation as well as after the post-install reboot was 
completed -- all good.

So many thanks for your fix and upload on this (and Seb's review) !

Marking invalid in systemd, other than long-standing udev rules being
involved I'm not sure this will be fixed in systemd.

Exploring if libblockdev with the s390 plugin enabled helps.
