This seems to be a problem in gconf and not gnome-app-install. So
reassigning.
Perhaps you have got a file destruction. Try to reinstall python-gconf.
You can use Synaptic or the command line:

I have a vertical panel that contains two drawers. Neither of the
drawers will retain the sort order of the contained icons across
reboots. The only way to make it behave is by locking each of the items.

I have something similarly broken. Repeat used to be working ok on my
desktop.
If I choose repeat keys in keyboard preferences, every keypress
generates two characters, no more, no less.
I do not have enable keyboard accessibility enabled.
I'm using a plain usb keyboard...
