I confirm the bug on Ubuntu 18.04 + Gnome-Shell
It appears only after a locked screen, not at startup.
When I type my password to unlock, the first time always fails.
The second it OK.
If I type any character, then delete all with backspace and retype the
password, it is OK at the first time.

Just experienced this problem with a Seagate Expansion Drive - In
Nautilus ownership is 'me' and permission is 'create and delete files'
but when trying to write to the file the popup appears saying read-only.
I tried the killall Nautilus and access is restored.

1. Login with Ubuntu session
2. Select the Dock settings panel
3. Logout, then back in with GNOME session
4. Launch gnome-control-center
It will try to open back the (now non-existent) Dock settings panel and
