Same problem after upgrade from 18.04 to 18.10. However, the whole
screen is visible when manually locking the screen (ctrl + alt + L in my
case).
All programs are minimized when locking manually/or resuming from
suspend and the screen goes slightly blurry, but not enough to distort
text for
Btw, for me this happens 100% of all suspend/manual lock cases. Gnome
has crashed once completely as well since upgrade due to this issue. In
18.04 the whole screen was visible sometimes for a very short period of
time after lock, this is worse.

wants to show whatever state it was in when it started, so I think the
dconf setting is getting set. For example, if I tick "All processes"
when just the user processes are listed, I briefly see all processes

Just verified both chrome AND chromium (v70) experience this bug. The
colours are ugly and dull when a colour profile is active. It's
immediately obvious in the Google logo on the search page. And the
problem goes away as soon as I remove the colour profile and restart the
browser.

Após indicação do amigo Olivier Tilloy (osomon) atualizei o gnome-
software newest version (3.30.2-0ubuntu8) e o porblema foi resolvido.

Segui as atualizações solicitadas através de comando da versão Ubuntu
18.04 Bionic LTS para 18.10 Cosmic normalmente e estão instaladas e
concluídas com todas as atualizações fornecidas devidamente atualizadas.

Also tested it with .pem not working either
The output just changes to:
$ gnome-keyring import .pem
gnome-keyring: couldn't find any place to import files
seahorse can preview p12 and pem just fine, but can't import any.
