This might be a bug in the fractional scaling feature or it might just
be a bug in detecting the laptop's orientation... To test the latter
please see if you can find an orientation lock setting in the top right
system menu and enable it before enabling fractional scaling.

Super-D does work correctly in Ubuntu 20.04 at least. I just tested it.
As for Ubuntu 19.10, that is about to reach end of life:

Hello, I can confirm that this bug still exists in 20.04.
I am using NVidia 340.108 because this is a 12 years old laptop with a
completely obsolete GeForce GT230M.
Workaround #34 (removing quiet splash) worked but slows down the boot
process due to the speed of writing on the console.
So to make #101 permanent, you have to "patch" line 335 of
/etc/grub.d/10_Linux
from:
set vt_handoff=vt.handoff=7
to:
set vt_handoff=vt.handoff=1
Not sure though the same "patch" is also to be applied in other files like
10_linuxzfs, etc...

Gotcha. As I recall I had the Screen Rotation LOCKED when this occurred.
I cannot get the bug to recur. I've tried enabling / disabling fractional
scaling with the screen rotation locked and with it unlocked and it appears to
be working normally now.
I do notice another bug though. If

to me what is considered "critical". I thought maybe a bug that causes
gnome to crash unless the user is knowledgeable enough to know how to
diagnose and deal kill a specific obscure process once

I have just upgraded from 16.04 to 18.04
Now, every time I hit the TAB key in a terminal to autocomplete a file
name, when there is no option or more than one, an annoying and ungodly
loud drum sound plays.
I'm pretty sure I disabled that sound years
