Ken, it sounds like zero is somehow out of range for "libinput Accel Speed" on your touchpad. Annoyingly this doesn't seem to be true for everyone -- mine allows -1.0 to 1.0. You can inspect the setting using the 'xinput' command... I think this might be originating from a call to XIChangeProperty() but I can't yet find any API mismatches between mutter and xserver-xorg- input-libinput. Although there are new properties upstream, neither of the packages in Ubuntu support them yet.
