The old .Xsession / .xinitrc feature is something that has worked
consistently for 15+ years on a variety of unixes, so I was
pretty surprised to find such an established behavior removed.
Each time I upgrade Ubuntu, I have to fix more and more things to
get my system working as well as it did

Ok, so I added the group I am in as an AdminIdentity in this file.
However, in the language selector, the relevant buttons are still grayed
out.
I am very confident that my change to
/etc/polkit-1/localauthority.conf.d/ is right, because it actually
changed something for the user account

You have to do these steps in order to fix it:
Basically, in Terminal, you should enter:
gksudo nautilus
Find:
/etc/fonts/conf.d
Then, delete the three files that start with a 10.
