well i did what you asked and tried GNOME Flashback (compiz) and the

gnome-termina's VteTerminal doesn't have overlay scrollbars
I can't reproduce this and nobody has responded to my inquiry about
whether this can be reproduces anymore on newer versions of Ubuntu. I'm
going to mark this Fix Released. If it does indeed still occur, then we
can either reopen this bug report or open a new one.
