As a stop gap measure to force it to install I edited
/var/lib/dpkg/info/brltty.postinst and put in an "exit 0" line right

This ended up being a BIOS+OS interaction issue. When booting to
Windows, it honored the Touchpad enable/disable button. Ubuntu doesn't.
I had to boot into the BIOS, and then hit this button once for it to
then be enabled again in Ubuntu.
