On a related point, I've found that I can open the templates for editing
on the command-line using the '-o' option; however the issue with being
unable to do so graphically (via the Template Manager) still persists.

I too can confirm this bug with dia-gnome 0.97.2-5 on Ubuntu 12.04.3
(amd64).
