i read your explanation. technically, this bug report can be closed as
normal behaviour.
however, any non-technical user will certainly have the following
questions in his mind.
1. why is not the password set through passwd associated with lightdm
just as it is associated with sshd?
2. when the
typo is comment 5. here is the correct one.
You allow users to login without passwords but system asks for password
WHEN they lock screen!

The user and password are created correctly. Can you give step by step
instructions on how to reproduce, including menu items, what you clicked
on, etc?
