This bug is still present in Ubuntu 14.04.
See http://imagik.fr/view-rl/145193 for an example : the colors shown with eog
and the wallpaper are not the same. Eog shows right colors (icc profile
correctly applied). The wallpaper is not shown with the icc profile.

Ubuntu better. The issue you are reporting is an upstream one and it
would be nice if somebody having it could send the bug to the developers
