I also experience the same problem under same conditions.
I already tried reinstall network-manager-pptp network-manager-pptp-
gnome without success

Hi again,
I found a workaround:
Open Gnome-Shell Activities menu and search for Network Connections
Click on the Add button and select VPN on the list...
You're now good to add your VPN settings... when saved, the VPN
connection appear into the Gnome-Shell to right panel functions.
