You are right. Tilix and budgie-minimal is indeed installed. But I
didn't know that budgie session is not compatible with gnome. Assigning
to budgie-dev.

I don't know where your /etc/profile.d/vte.sh issue is coming from.
vte2.91 instead ships /etc/profile.d/vte-2.91.sh
I do see that budgie-desktop-common ships /etc/profile.d/vte.sh . Did
you have that package installed?

I'm setting to Incomplete because it's not clear how to reproduce this
issue from a clean Ubuntu 18.04 install or from an upgrade from a
previous Ubuntu release.
