I'm experiencing this on my laptop and hooked up to an HP 22cwa 1080p
monitor. In settings>displays selecting an option is alright but its
like the buttons are dead and the logic behind the gui isn't doing what

The Python/GTK3 GUI GameConqueror uses libscanmem for memory scanning
with /proc/$pid/mem or ptrace(). Root privileges are required because of
the Yama security module and its ptrace_scope set to 1.
To bypass that, scanmem/GC would have to run the target application.

I think the bigger issue around blurriness is that the font colour used
in the top bar changes as the cursor enters/leaves. So the top bar's
text is always too dim or too bright compared to window titles.
