Thanks. In that case it sounds like maybe Wine was accessing the sound
devices directly. If an app does that then PulseAudio is unable to
access the sound hardware at the same time.
The solution is to get all apps to change to using PulseAudio instead of
ALSA, so they can all share the sound

"Multi Monitors Add-On". I had originally installed this extension so
that I can have the top bar on both monitors. But after disabling it,

The issue is in python-defaults, maybe on systemd where the default
python was changed

On ubuntu 18.04 using gdm3 and gnome-shell, getting into virtual
consoles works well when the laptop is not on the docking station. After
putting it on the docking station (getting then 2 monitors), using
CTRL+ALT+F{3,4,5,6} freezes the GUI. I can come back to GUI using
Status changed to 'Confirmed' because the bug affects multiple users.
