Hi, honestly I don't remember issues like this. If it was happens once -
I can ignore it. But last week it became annoying(I have to reboot
laptop or X) - so I noticed and report it. I didn't upgrade to 16.04, I
upgraded to 16.04.1 in August. But didn't noticed such issue until few
last days.

Regarding Freshplugin, I am too using it, but:
1) Flashplugin 11.2 is crashing at the very same pace as Freshplugin is, the
difference is that it does not take the browser with it.
2) Both Flashplugin and Freshplugin are perfectly fine with Mozilla's binaries.

I have no 13.04 to compare, but I believe that if the kernel (setterm) blanking
timeout affected the X screen in 13.04, that was probably a bug rather than a
feature. X blanking is controlled by the builtin screensaver
