After Connor (comment 32) offered to let me test his gmail account, I loaded his account using a TB 17 beta debug build. It ran for hours (this is a massive account with 6000 messages that results in Throttled comments from gmail), but eventually finished. After it finished, it seemed fine. This

Continuing with my comment 49, I'm not so sure there is an issue. Downloading of offline messages can stop after awhile, then seems to restart later, and this can appear to be redownloading unless I am really paying attention. So I am not 100% confident that All Mail was downloaded previously, for
