There are 2 usable configurations in 12d1:15c1, cfg#2 which is cdc_ether
and cfg#3 which is cdc_mbim , usb_modeswitch will select the linux
preferred mbim configuration if mbim drivers are present in the kernel.
This is by design and not a bug.

A user who prefers cdc_ether can disable the the automagic mbim switch
by changing the line DisableMBIMGlobal=0 to DisableMBIMGlobal=1 in
/etc/usb_modeswitch.conf, there is really no need to revert to an older
usb_modeswitch version in order to disable the mbim auto selection.

make any difference? 
It will disable auto suspend for the port, power will always be on.

1-3 is the hub and  port you had the dongle connected to

Installing another version of usb-modeswitch will not solve the problem because 
usb-modeswitch is not the problem.
usb-modeswitch does what it should do and that is switch the dongle from 
19d2:1595 into 19d2:1592 and then leave the stage. Exit.
usb-modeswitch will do the same each time 19d2:1595 is detected on the usb bus.
usb-modeswitch is not running at the time when 19d2:1592 disappears from the 
bus so it is not part or cause of the problem.

The around 50 seconds between each sequence matches very well the time it takes 
for a Mobile Broadband device to become ready and start communicating with the 
tower.
The overcurrent draw occurs when it at that time turns on its transmitter.

I can't see any usb-modeswitch problem but your ZTE dongle does
repeatedly fall off the usb bus and moment later arriving again with its
initial id 19d2:1595 which usb_modeswitch immediately switches to
19d2:1592. This sequence is repeated through the whole log session:

The most likely reason for a device to fall off the usb bus is that it
draws more current than what the usb port can deliver. A faulty usb
controller or abad usb cable can also cause this problem but power
problem is the most likely.

  After upgrading to Ubuntu focal fossa development branch the usb_modeswitch 
does not seem to work any more on a Toshiba laptop.
  Two modems I have D-Link DWM-156 and Huawei E3372 show up as drives and stay 
like that until I use "Eject" in Gnome or explicitly use usb_modeswitch from 
the terminal.
  I have a strong feeling that it may either be related to Gnome or hardware.
  On another Dell laptop with Kubuntu focal fossa development, both modems 
connect automatically.

  /var/log/usb_modeswitch.log ends with:
  Warning: SCSI attribute "ref" not readable.
  Check class of first interface ...
  Device is in istall mode.
  No access to interface 8. Exit

  Up until and including the "ref" not readable is exactly the same as on 
Kubuntu @ Dell.
  Yet on Kubuntu I get plenty of successful config logs after that and on 
Ubuntu @ Toshiba I don't.

As RussianNeuroMancer correctly pointed out the bug is in the concatenation of 
the strings
MODULES_PATH, kversion, and CDC_MBIM_DRIVER_PATH into cdc_mbim_module_path.

The ending linefeed char in kversion is the culprit and it makes the dispatcher 
unable to detect the presence of a cdc-mbim module. 
usb_modeswitch will therefore not be able to automagically select the mbim 
configuration in the modem, usb_modeswitch thinks that the mbim driver is not 
present in the system.

usb_modeswitch did once upon a time check that a driver bound to the
dongles interface(s) and if not then it did a modeprobe of the option
serial driver. If it still didn't get option to bind then it added the
dongles usb id to option's new_id and if the driver bound then it asked
the user to report the usb id to usb kernel developers so that it could
be properly added to the driver.

There were too often conflicts between usb_modeswitch's driver loading and the 
kernels driver loading so it was decided after discussions with among others 
one of the modemmanager's developers to completely remove from usb_modeswitch 
any check for driver binding and forcing of driver binding.
In short: usb_modeswitch is a userland switching utility which should leave the 
task of loading drivers to the kernel and not interfere with that.

The driver checking/loading function was removed almost 3 years ago:

"Version 2.4.0, 2016/06/12
ATTENTION: All ad-hoc driver binding code (using new_id driver attribute)
removed - was a potential source of side effects and should now be
obsoleted by good kernel support for modems"

It seems that canonical doesn't agree and has re-introduced the driver
checking/loading in their own implementation of later usb_modeswitch
version.

Regarding switching of E3531 with usb id 12d1:1f01 I can say that it is done 
with the linux switch message given by Huawei. They intend this device to 
become 12d1:14dc with a direct ethernet interface and no serial interfaces.
Huawei has different switch messages for Windows, Mac, linux, and since a few 
years back also for Android. 
Early Huawei Android builds did only have support for ppp serial dial-up so the 
Android switch message brought up serial interfaces instead of net interfaces.
usb_modeswitch is also used in Android and has the Android switch message 
included from version 2.5.1.
usb_modeswitch can globally use the Android message by setting 
"HuaweiAltModeGlobal" in usb_modeswitch.conf  or individually per modem by 
setting "HuaweiAltMode" in the modem config file.
usb_modeswitch will continue to use the linux switch message for all Huawei 
modems, it is up to the end user to either select the right modem for his 
requirement (which often is serial ports for SMS operation) or to drop a new 
modem config file into /etc/usb_modeswitch.d which will override the one 
provided in /usr/share/usb_modeswitch.

select the config containing the cdc_mbim composition.

 From the logs, it seems like there is some issue detecting/configuring the
 network interface of the modem.

There is no network interface in the lsusb listing provided by the
reporter, there are 3 serial interfaces:

if#0 utps_modem
if#1 utps_pcui
if#2 utps_diag

A 12d1:1506 without any kind of net interface is unusual for a Huawei LTE 
device and also remarkable since idProduct in the lsusb listing describes the 
device as a Modem/Networkcard. 
The 3rd digit in 4 digit Huawei product numbers denotes the speed where 7 
indicates CAT4.
There is no way Huawei would produce a LTE CAT4 device with only ppp modem 
dialup so I'd say that this dongle has been tampered with, the net interface 
has been disabled via AT SETPORT cmds.

Your  E3531s is a new version,  its 3 serial interfaces should be
supported by the option.ko driver in Mint17 but the direct ethernet
interface is not, it was added to net drivers two weeks ago so will be
supported from kernel 3.17.

Please do:
cat /proc/bus/usb/devices

and verify that option driver has bound to 3 interfaces. If it has then you 
should be able to use the dongle in ppp dialup modem mode until you get an 
updated kernel with driver support for the net interface
If  option driver hasn't bound then you'll have to load it manually:

modprobe usb_wwan
modprobe option

12d1:1506 is a usb id for E3531s after it has been mode switched so 
usb_modeswitch has done what it should do.
I think your problem is either linux driver related or NetworkManager related 
so please provide the output from:
lsusb -v -d 12d1:1506

It will show how the interfaces are intended to be used and which
driver(s) should be used.

You can also do:

cat /proc/bus/usb/devices

which will show which drivers have already bound to the interfaces.

The lsusb listing shows that your dongle is supported by the option
driver in kernel 3.13 which Ubuntu 14.04 is built on.

The problem is most likely a usb controller driver error, can you please
test on a USB 2.0 port or with a USB 2.0 hub connected between dongle
and your computers USB 3.0 port.

The option driver could not bind because it could not read the attributes from 
the dongle, the same error that ModemManager complains about:

usb_modeswitch has found the dongle in initial mode 12d1:14fe and has
switched it into modem mode

The first indication of a problem is here:

The option driver did not attach by itself to the dongle, usb_modeswitch will 
check for that and load the driver using the new_id function of the driver if 
no driver claimed the interfaces.
The new_id function can not distinguish between serial interfaces and net 
interfaces so it will erroneosly also bind to the net interface:

The reason for the driver not binding by itself (and excluding the net 
interface) is most likely due to an outdated option driver in your distro, a 
driver not directly supporting your dongle.

interface attributes in order to tell if the device is supported in
mainline linux kernel.

Please state which Ubuntu version,  linux kernel version, and usb_modeswitch 
version  you are using and also the content of the udev popup message.
The usb_modeswitch.conf file is for global configs and should not be used for 
individual device configuration, there should be a device config file named 
12d1:14fe in the usb_modeswitch data package which you can find in  
/usr/share/usb_modeswitch/configPack.tar.gz 

What you have entered in usb_modeswitch.conf is an incomplete device
config (no switch method/switch message) so I doubt it has any effect,
you should remove that.

  First time I plugged it in, I got an U-DEV popup error message. A
  little after that, there was a question about PIN code and the modem
  worked.

  Unplugging and reinstering the device, it won't work. I have to
  reboot.

  I added four lines in usb_modeswitch.conf:
  DefaultVendor=12d1
  DefaultProduct=14fe
  TargetVendor=12d1
  TargetProduct=1506

  At the last reboot, this made the U-DEV popup disappear and the modem
  asks for the PIN and works.

  The work_device.txt attachment shows the kernel log for this event.

  I will upload the log for when I unplug and reinsert the device as a
  separate file.

The kernel oops is btw from ModemManager and not from usb_modeswitch. 
Make sure by checking the system log (after removing the faulty config in 
usb_modeswitch.conf) that  usb_modeswitch switches the dongle from 12d1:14fe to 
12d1:1506 at every insert.
If it does, then assign  the bug to NetworkManager which should handle the 
dongles direct ethernet interface (cdc_ncm, huawei_cdc_ncm, and cdc_wdm.  see 
the log for those). 
It should not be handled by ModemManager which is for ppp dialup even though 
the dongle supports that mode.

  On LTS releases, the 3G information database should be kept up to date
  for recent devices to work.

  For example, I recently found out that the Huawei K3772 device did not
  work out of the box because usbmodeswitch wouldn't switch it to the
  right mode. The usb-modeswitch and usb-modeswitch-data pacakges were
  up to date.

  For this device the system could be fixed by creating a file called:

  /etc/usb_modeswitch.d/12d1:1526

It is 2 years since the DWM-156 was added to the usb_modeswitch data package

This is not an usb_modeswitch problem, it is a usb core or hub driver problem.
It causes a device connect/disconnect/connect/disconnect loop not only for the 
3G modem but also for the Samsung Android device:

usb_modeswitch has done all it should do , switched the dongle from initial 
mode (cd-rom only)  to modem mode ( usb id 12d1:1506 ). 
The syslog clearly indicates a NetworkManager error so the bug report should go 
there and mot be filed as a usb_modeswitch bug.
usb_modeswitch is not the NetworkManager!

Not a usb_modeswitch problem, 15eb:7153 has been in the usb_modeswitch data 
package since Aug 2012.
dmesg shows a disconnect of device 6 (the hub) and device 8 (the 3G dongle 
connected to that hub).

Title:
  Teracom T-U500 EVDO modem ( 15eb:7153 ) does not get detected

Bug description:
  I recently purchased a Teracom T-U500 EVDO modem for use with BSNL
  network.

  However, on plugging in the modem does not get detected.

  I have tried using both the default usb_modeswitch packages and also the 
latest ones given on the modeswitch site.
  I have also tried it on USB 2.0 and 3.0 ports.

  I have also tried it on Ubuntu 12.10 x64, i386 and Ubuntu 13.04 x64.

  In none of the cases could I get it to detect.

  Surprisingly, the modem gets detected when these packages are
  installed and also show up in the Network Manager.

  Here is a file with dmesg and lsusb logs given.
