The bug definitely exists on my machine with 13.10 but there's no need
to backport to 13.10 since I've adopted 14.04 as my everyday build.

Yes, this has been happening to me running Ubuntu 12.10 x64 and
LibreOffice Version 3.6.2.2 (Build ID: 360m1(Build:2)) the dialog boxes
are not displaying. When it occurs all dialogs won't display which
requires closing all LO documents and reopening them. Then they'll
usually turn on.
