pdfopt is discontinued upstream, the upstream developers simply forgot
to remove the man pages. In the next upstream release (9.08) they will
be removed.
Ghostscript's built-in pdfwrite device is capable of generating
optimized PostScript, so pdfopt is not needed any more.

I can confirm the problem for Ubuntu 13.04. The problem is that the
ghostscript package does not contain pdfopt, but just its manpage. I
think, something went wrong with the packaging:
$ apt-file search pdfopt
ghostscript: /usr/share/man/de/man1/pdfopt.1.gz
