Bug description:
  I am using Ubuntu 13.10 on a Lenovo x200.
  From time to time, on boot-up or wake from sleep, my keyboard layout will 
have switched from German (Switzerland) to something at least very like English 
(US). I need to have a second input language configured in order to get back to 
my layout: Using Alt+Shift accesses the correct list and thus will switch me 
back to German (Switzerland).

same problem for me on 14.04. After installation i haven't  such
problem, but after last update (i make it last week) the keyboard layout
is set to en. I have only two layouts de and ru. If switch two times the
layout, en is disappears.

This bug has not been fixed yet, and in 14.04 it got worse: At least for
me, the keyboard shortcut no longer fixes the issue.
