Encountered this bug in Ubuntu 16.04.3 LTS. CUPS server is running, but
System settings shows "Print service unavailable. Bad file descriptor".
Restarting CUPS does not help.

terminal run:
sudo service cups status
to find out
If so check please attach /var/log/boot.log
