It was due to invalid .policy file generation. This was fixed in snapd-glib 1.10, I wasn't seeing it because I'm running newer versions which are currently stalled in the SRU process (bug 1699005). I'll prod someone to help, if you are able to check 1.13 and comment on the bug there that should help. Is there any progress on this, or any logs we can provide to help debug? This is (for many people) the first thing they see when installing a snap, and it's a bit alarming to get it in a language we don't recognise.
