This issue has now been resolved for me. I discovered via this question:

center/+question/206580 that in fact my issue was not a bug but a
settings problem.

Status: Confirmed => Invalid
Looks like I spoke too soon. Most recent system restart caused keyboard
shortcut settings to revert to 'Disabled'
