[expected result] The menu does not contain New Mobile Broadband item if the user is missing control-network or settings.modify permissions. [actual result] The user sees the item and can activate the mobile broadband wizard. After completing the wizard an error dialog pops up informing that adding a new connection failed because of missing permissions.
