Ok, so I have been able to come up with a use case that always reproduces the bug for me. It seems I left out a critical piece of information. I cann't reproduce this with 3.2.1-0ubuntu2 on Oneiric amd64 with Unity 4.24.0-0ubuntu2b1. Are you running Unity? Which window manager are you using?
