From a quick read of the thread above, all of the options appear to introduce a

As a bit of background. I'm setting up a brand new instance of Archiva
1.4-M4 in AIX, udner WAS8.
The repos have been copied from the old Archiva 1.3 server, but the rest of
the setup is new.
So, in some ways it's a first time setup, in others, not.
In looking though the logs, I see
The first time you log on, even before you have created an admin user, you
can attempt to log on, and it will obviously fail.
And you get 2 * Attempts worth of error messages for each failed attempt.
We just need one.
