After commit f562579e282fc1a37e7c81a0f090ca82ed22eda6, 64bit 4.3 systemVm
templates are used instead of 4.2 templates.
While fixing CLOUDSTACK-5690, I changed the minimum version required for router
to 4.3. Seeding the new 64bit system template will fix the issue.

because of the earlier failed attempts and since then you have rebuild
management server. Check the following locations,

Issue is with the old systemvm.iso present on the localstorage.
As Devdeep told please remove them, it will work.
Systemvm.iso has the public key, when the VR gets started cloud-early-config
