I’ve gotten to the bottom of my query, it was the Java 11 jar dependency that
Rohit baked-in rather than the python related jars.

If not mistaken, that one is needed during setup-cloudstack-databases run,
at least I recall it was breaking with the newest 8.0.19 and onwards due to
some missing dns stuff, etc
