I would like to (finally) prepare a first release of the Apache
Commons OGNL project. I'm reading the docs [1][2], which I think is
enough to prepare the release.
Is it possible to release a version just to learn how to do the
release? I mean, there is still a lot of code that I would like
Maven setup! I dug through the pom parent chain to get the right server id
(apache.releases.https) and get my creds setup correctly. I was able to
complete the deploy step, and am now working through the final steps.

Apologies for this but the problems with commons-parent-13[1] mean
that I think we should do another release of commons-parent.
The changes[2] so far since the version 13 are:
1. Downgrade maven-site-plugin to 2.0.1 (MSITE-464)
2. Downgrade maven-javadoc-plugin to 2.5 (MJAVADOC-275)
