Since ICLAs will definitely affect efficiency and Mark has clarified that it’s
not mandatory in the ASF policy, I am voting +1, not require ICLAs for
contributors.

I have suggested to sign the ICLA for significant contribution, e.g.
repackage to org.apache.dubbo, which was based on the knowledge that it is
ASF wide policy.
As pointed by Mark, that was not true. Maybe I have confused it with the IP
clearance process :(
