the current format of the OOo resource files require English and German
language entries in order to assure a valid string. This historic
requirement does not make sense anymore as it hamper the development
process for non German developers, two possible different translation of

*beyond* the content given by the English strings. Of use mainly to
the not-native English speakers, of course.

I have often compared English strings to German translations when the
meaning of the strings were unclear, but I guess this can also be done
when German strings are in external SDF file.
