Is there a way to synch the english pages to the translated pages?. It
seems to be hard to track the edition of english page and then update
the translated counterpart.

That's a good question, and one we've discussed within the Doc group a
few times, including at OOoCon this year.

I don't think that .po is the best file format for doing this job. Is
there any way for .po files to carry formatting information without being
mixed up with content? If would be helpful to see a sample file just to
understand how it works.

As one of the attendant I remember I mentioned the size of the po files
in Pootle, however I suggested that the po files should be less than
than 1000 *entries or strings*.
1000 word per file will turn po files hard to manage.
