I thought it is intended that maven-scm should be independent from maven, so
that it can be used by other application. So we should not touch settings.xml

sure, maven-scm is independant from maven, it doesn't know settings.xml, but
maven-scm-plugin can use it because is dependant from maven like
adding dependency to subproject's pom.xml

Just to jump in. I don't really see the limitation with the current
ContinuumStore object. In fact, I would say the only real issue I
