I think there's some confusion about what is actually happening when you click on the Update link in the webgui.  All that does is run  % svn up /path/to/underlying/svn/resource on the CMS server.  When you publish you are essentially doing % svn rm https://svn.apache.org/repos/infra/websites/pr
