unless something was changed recently I think the values in
mod_tile.conf are required to be in seconds. See also the default
values:

I'm using the scripting plugin, which allows me to stay in my comfort
zone, coding in Python. I'm not sure this can be compiled into a
independent plugin though. If nothing else, it can serve as a
prototype, I guess.
I found some code in the utils2-plugin which seems useful too. I'll
see how far
