There is a conflict here. There are circumstances where a confirmation
dialog is wanted by the preset author - this is when there are label
and/or link that are required to be displayed.
Maybe a solution is to auto-detect this situation - if there are only
key elements, then the tags are set

It does not seem to like the fact that I have chunks that contain only

I don't like this proposal because the structure is made up of nodes
rather than ways. This will make for extremely tedious construction as
well as create much more data. Also it is too different from the
existing multipolygon method of creating generic area geometries. This

I require:

key2=value2
In my context when using a combo, the first key/value pair would be
constant if any selection is made, the second key/value pair dependent
on the selection.
