I checked:
- incubating in name
- signatures and hashes good
- DISCLAIMER exists
- LICENSE and NOTICE need some work (see below)
- No unexpected binary fines
- All source files have ASF headers

Well strictly speaking it’s only the incubator PMC vote that are binding as you
vote on it here first and then the IPMC votes on it. Once you graduate then
there’s the PMC votes are binding.
