We don't advertise nor explicitly test any identity management features on
API Manager. The reason those jars are in the plugins directory I'm
guessing is probably because they are coming in as dependencies from other
identity components we use (ex: OAuth, Claim Mgt, SAML, SSO, etc).

There are API changes that are visible to MSF4J developers. Those APIs had
to be changed to remove the netty dependencies that they had (With
transport migration we completely decoupled MSF4J from netty).
