I would just add my $0.02 that Geertjan has done a good job and his acknowledgment of a possible COI with Oracle speaks volumes as well. I would recommend he be considered for the 1st year as PMC chair with a good plan for succession for year two. He's worked hard during the incubation and I think it would do well to recognize him.
