Fix with restoring old file or pointing to new one directly in database

ACP should now be available on EN and FR. Basically some ${lang} hacks from the
old config.php no longer function.
I wonder about the attachments is it possible that ACP Orphaned Attachments
screen can fix these up?

Differences so far:
1. The subsilver2 theme is no longer available.
2. Analytics are removed due to new ASF privacy policies. We can add back
analytics that are compliant in the next weeks.
